How to keep flys/maggots out of green food waste recycling bin?

Aside from regular cleaning, the bin is swimming with maggots a few days after garbage day. I keep it outside of my garage. I won’t keep it inside because of the smell and I’m not really a big fan of maggots falling out into the garage.
I had a composting bin for about 10 years, but then I removed my garden (too much work, no time) so no need for compost. Then the city introduced the food waste recycling program so we need to use the green bin in lieu of home composter.

Am a Kenyan conservationist undertaking community conservation awareness and poverty alleviation projects.I want support financially to mitigate conservation challenges,we are facing by working with the people.The problems includes poaching,and environmental degradation.
I have been patrolling in the park for the last 10 years.We arrest and re-arrest poachers killing wildlife in Kenya.This means we are not meeting the objective.I want to go out there and start with the people,and conserve with them.Then there will be no poaching.Please help me.

How much of global warming is human civilization responsible for?

The last Ice age end 18,000 years ago at which point global warming began. This is before human civilization. So man didn’t start global warming but is contributing to the situation. I find that the warming rate is still a point of discussion but the total is around 2 degrees F every ten years. What part of the 2 deg F is caused by human civilization?
Leon – You need to do some reading and get the facts. The ice started melting before man built a city.

So we are talking about .2 – 1.1 deg F over 10 years from your source, but I have seen some at 2.5 deg F per 10 years.
